Terms of Reference (ToR) for Prequalification of Consultancy Firms for Galmudug Statehouse
- Background
Galmudug Statehouse, situated in Galmudug, Somalia, serves as a central administrative hub responsible for the governance and decision-making processes of the Galmudug region. To ensure the effective functioning and development of the state, Galmudug Statehouse is seeking to prequalify consultancy firms to engage in various consultancy services.
- Objectives
The primary objective of this prequalification process is to identify and select consultancy firms with the requisite expertise, experience, and capacity to provide high-quality consultancy services to Galmudug Statehouse. The selected firms will be eligible to participate in future consultancy projects and assignments as per the needs of Galmudug Statehouse.
- Scope of Services
The consultancy firms applying for prequalification must demonstrate expertise in one or more of the following areas:
– Strategic Planning and Policy Development
– Governance and Institutional Strengthening
– Public Administration and Management
– Project Management and Implementation
– Financial Management and Budgeting
– Human Resource Management and Capacity Building
– Information Communication Technology (ICT) Solutions
– Legal Services and Legislative Drafting
– Public Relations and Communication Strategy
– Environmental and Social Impact Assessments
– Infrastructure Development and Engineering Services
– Monitoring, Evaluation, and Learning (MEL)
- Eligibility Criteria
Consultancy firms interested in prequalification must meet the following eligibility criteria:
– Legal registration and compliance with relevant laws and regulations in Somalia.
– Demonstrated experience in providing consultancy services in one or more of the aforementioned areas.
– Availability of qualified and experienced staff with relevant expertise.
– Financial stability and evidence of past performance.
– Compliance with ethical standards and commitment to transparency.
– Ability to deliver high-quality outputs within stipulated timelines.
- Submission Requirements
Interested consultancy firms must submit the following documents for prequalification. If applicant fails to submit any of these documents, It will be automatically disqualified to be considered as potential consultant firms.
– Company profile detailing experience, expertise, and organizational structure.
– Registration certificate
– Tax Compliance Certificate
– Passport of the owner(s) of the firm
– Two previous contracts
– Bank statement at least 6 months.
- Evaluation Process
The evaluation of prequalification applications will be conducted based on the following criteria:
– Relevance of experience and expertise to the scope of services.
– Past performance and track record of consultancy projects.
– Qualifications and experience of key personnel.
– Financial stability and capacity to undertake consultancy assignments.
– Compliance with legal and ethical standards.
- Submission Deadline
All applicants must download and fill the below attached “Invitation to prequalification template” and the template and All prequalification documents must be addressed to: tender@statehouse.gm.so or submitted in sealed envelopes marked “Prequalification of Consultancy Firms” to the address below no later than Jan 24, 2024 and at 5pm Somalia time.
