Terms of Reference (ToR) for Pre-Qualification of Transportation Providers

1. Introduction

Galmudug State House, as a pivotal institution within Galmudug State of Somalia, recognizes the critical importance of efficient and reliable transportation services for the seamless functioning of its operations. In pursuit of this goal, Galmudug State House is initiating a comprehensive pre-qualification process to identify competent transportation providers within the region.

With a firm commitment to enhancing accessibility and safety for its clients, Galmudug State House seeks to establish a roster of transportation providers who align with its values of professionalism, integrity, and reliability. Through this initiative, Galmudug State House aims to forge enduring partnerships with reputable transportation companies, thereby ensuring the timely and secure movement of personnel and resources across the state. The selected providers will be engaged in transportation services for a duration of two years.

 

2. Objective

The objective of this pre-qualification exercise is to establish a list of qualified transportation providers capable of safely transporting clients within Galmudug State.

 

3. Eligibility Criteria

Interested applicants must meet the following eligibility criteria:

– Must be registered in Galmudug State.

– Possess a minimum of 5 years of experience in transportation services.

– Provide evidence of ownership or lease of vehicles to be used for transportation.

– Demonstrate capability to ensure accessibility and safety of clients during transportation.

 

4. Submission of Applications

Interested applicants are required to submit their applications along with the bidding documents to tender@statehouse.gm.so before 24^th Jan 2024 5PM Somalia Time. Any clarifications regarding the application process can be sought by contacting contact@statehouse.gm.so  or

5. Application Review Process

The applications will be reviewed by a designated committee appointed by Galmudug State House. The committee will evaluate the applications based on the eligibility criteria outlined above.

6. Evaluation Criteria

– Compliance with eligibility criteria.

– Experience and track record in transportation services.

– Accessibility and safety measures implemented by the applicant.

– Capacity to meet the transportation needs within Galmudug State.

 

7. Documentation Required

Applicants must submit the following documents along with their application:

• – Attach a bank statement covering at least the past 6 months.
• Attach a valid tax compliance certificate.
• Provide a detailed profile of the company
• Attach a copy of the Galmudug registration certificate.
• Attach a copy of the passport of the owner(s) of the company.
• Attach two contracts executed within the last two years

8. 8. Confidentiality

All information provided by the applicants will be treated with strict confidentiality.

9. Notification of Pre-Qualified Suppliers

Upon completion of the evaluation process, pre-qualified suppliers will be notified by email or phone.

10. Duration of Pre-Qualification

The pre-qualification status will be valid for the next two years, during which pre-qualified suppliers may be engaged for transportation services as required by Galmudug State House.
